Pull request description:

  Followup to #27676, adding the check for chained fixups.

  Somewhat annoyingly, we have to patch support for `-no_fixup_chains` into ld64. As it doesn't seem to have been added [until a later version](59a99ab603/src/ld/Options.cpp (L4172)).

Repository Tools

Developer tools

Specific tools for developers working on this repository. Additional tools, including the github-merge.py script, are available in the maintainer-tools repository.

Verify-Commits

Tool to verify that every merge commit was signed by a developer using the github-merge.py script.

Linearize

Construct a linear, no-fork, best version of the blockchain.

Qos

A Linux bash script that will set up traffic control (tc) to limit the outgoing bandwidth for connections to the Bitcoin network. This means one can have an always-on bitcoind instance running, and another local bitcoind/bitcoin-qt instance which connects to this node and receives blocks from it.

Seeds

Utility to generate the pnSeed[] array that is compiled into the client.
