Port from 0.13: Create a new HD seed after encrypting the wallet
Forward-ports two commits from 0.13:
- [0.13] Create a new HD seed after encrypting the wallet
- [Wallet] Add CKeyMetadata record for HDMasterKey(s), factor out HD key generation
