build: add Wdate-time to Werror flags

Browse source 
-Wdate-time

    Warn when macros __TIME__, __DATE__ or __TIMESTAMP__ are encountered as 
    they might prevent bit-wise-identical reproducible compilations.

This is supported by GCC and Clang.
