[validation] Remove comment about AcceptToMemoryPool()
"This logic is not necessary for memory pool transactions, as AcceptToMemoryPool already refuses previously-known transaction ids entirely." refers to the logic ata206b0ea12/src/main.cpp (L484-L486)
