Factor out combine / finalize / extract PSBT helpers

Refactor the new CombinePSBT, FinalizePSBT, and FinalizeAndExtractPSBT
general-purpose functions out of the combinepsbt and finalizepsbt RPCs,
for use in the GUI code.
