Nick Mathewson c8baa9b783 bug#22143/prop#140: Use <n>,$d commands in diffs to remove signatures 
In this patch I add support for "delete through end of file" in our
ed diff handler, and generate our diffs so that they remove
everything after in the consensus after the signatures begin.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
