teor (Tim Wilson-Brown) b1569e39c8 Check if fallbacks support extrainfo descriptors before requesting them 
When requesting extrainfo descriptors from a trusted directory
server, check whether it is an authority or a fallback directory
which supports extrainfo descriptors.

Fixes bug 18489; bugfix on 90f6071d8d in tor-0.2.4.7-alpha.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
