David Goulet a8456d2a11 test: Missing hs_init() in some hs_control tests 
Without the hs_init(), the caches are not initialized and the previous commit
was causing an assert due to the missing caches.

But regardless of that, those tests were not initializing but were calling
hs_free_all().

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
