Make evloop into a subsystem.
...
Note that the event base object is _not_ created from the initialize
function, since it is configuration-dependent. This will wait until
configuration is integrated into subsystems.
Closes ticket 30806.

Add a unit test for post-loop events
...
This test works by having two post-loop events activate one another
in a tight loop. If the "post-loop" mechanism didn't work, this
would be enough to starve all other events.

Raise libevent dependency to 2.0.10-stable or newer
...
Only some very ancient distributions don't ship with Libevent 2 anymore,
even the oldest supported Ubuntu LTS version has it. This allows us to
get rid of a lot of compat code.
