df12df354e Move forward_htlcs into standalone lock
As we are eventually removing the `channel_state` lock, this commit
moves the `forward_htlcs` map out of the `channel_state` lock, to ease
that process.

bbb590b551 Move checking of specific require peer feature bits to handlers
As we remove the concept of a global "known/supported" feature set
in LDK, we should also remove the concept of a global "required"
feature set. This does so by moving the checks for specific
required features into handlers.

Specifically, it allows the handler `peer_connected` method to
return an `Err` if the peer should be disconnected. Only one such
required feature bit is currently set - `static_remote_key`, which
is required in `ChannelManager`.

c57bb42204 Rename rejected_by_dest -> payment_failed_permanently
The `rejected_by_dest` field of the `PaymentPathFailed` event has
always been a bit of a misnomer, as its really more about retry
than where a payment failed. Now is as good a time as any to
rename it.

Allow forwarding HTLCs that were constructed for previous config
This is mostly motivated by the fact that payments may happen while the
latest `ChannelUpdate` indicating our new `ChannelConfig` is still
propagating throughout the network. By temporarily allowing the previous
config, we can help reduce payment failures across the network.

Expose API to update a channel's ChannelConfig
A new `update_channel_config` method is exposed on the `ChannelManger`
to update the `ChannelConfig` for a set of channels atomically. New
`ChannelUpdate` events are generated for each eligible channel.

Note that as currently implemented, a buggy and/or
auto-policy-management client could spam the network with updates as
there is no rate-limiting in place. This could already be done with
`broadcast_node_announcement`, though users are less inclined to update
that as frequently as its data is mostly static.

Move announced_channel to ChannelHandshakeConfig
In the near future, we plan to allow users to update their
`ChannelConfig` after the initial channel handshake. In order to reuse
the same struct and expose it to users, we opt to move out all static
fields that cannot be updated after the initial channel handshake.

70acdf93d1 Make expect_payment_failed_conditions a function
This reduces macro generated code in tests a good bit, and moves us
one step further away from using macros everywhere when we don't
need to.

Rename ChannelClosed to ChannelFailure
A NetworkUpdate indicating ChannelClosed actually corresponds to a
channel failure as described in BOLT 4:

0x2000 (NODE): node failure (otherwise channel)

Rename the enum variant to ChannelFailure and rename NetworkGraph
methods close_channel_from_update and fail_node to channel_failed and
node_failed, respectively.

a12d37e063 Drop return value from fail_htlc_backwards, clarify docs
`ChannelManager::fail_htlc_backwards`' bool return value is quite
confusing - just because it returns false doesn't mean the payment
wasn't (already) failed. Worse, in some race cases around shutdown
where a payment was claimed before an unclean shutdown and then
retried on startup, `fail_htlc_backwards` could return true even
though (a duplicate copy of the same payment) was claimed, but the
claim event has not been seen by the user yet.

While its possible to use it correctly, its somewhat confusing to
have a return value at all, and definitely lends itself to misuse.

Instead, we should push users towards a model where they don't care
if `fail_htlc_backwards` succeeds - either they've locally marked
the payment as failed (prior to seeing any `PaymentReceived`
events) and will fail any attempts to pay it, or they have not and
the payment is still receivable until its timeout time is reached.

We can revisit this decision based on user feedback, but will need
to very carefully document the potential failure modes here if we
do.

d2256301e8 Use the correct SCID when failing HTLCs to aliased channels
When we fail an HTLC which was destined for a channel that the HTLC
sender didn't know the real SCID for, we should ensure we continue
to use the alias in the channel_update we provide them. Otherwise
we will leak the channel's real SCID to HTLC senders.

84fa127661 Provide our peers with SCID aliases and forward payments with them
This creates an SCID alias for all of our outbound channels, which
we send to our counterparties as a part of the `funding_locked`
message and then recognize in any HTLC forwarding instructions.

Note that we generate an SCID alias for all channels, including
already open ones, even though we currently have no way of
communicating to our peers the SCID alias for already-open
channels.

Fix bug where we encode flags field into all updates on htlc fail
Failing an HTLC with onion error channel_disabled requires encoding a 'flags' field into the failure
packet. However, we were encoding this 'flags' field for all failures packets that were failing on
update_add_htlc with an update (error 0x1000 UPDATE).

Discovered in the course of adding phantom payment failure tests, which also added testing for this bug

Correctly wrap phantom onion errors
In any place where fail_htlc_backwards_internal was called for a phantom payment
failure, we weren't encoding the onion failure as if the phantom were the one
failing. Instead, we were encoding the failure as if it were coming from the
second-to-last hop. This caused our failures to not be parsed properly on the
payer's side.

Places we were encoding failures incorrectly include:
* on failure of a call to inbound_payment::verify
* on a user call to fail_htlc_backwards

Also drop some unnecessary panics when reading OnionHopData objects. This also
enables one of the phantom failure tests because we can construct OnionHopDatas
with invalid amounts.

Lastly, remove a bogus comment

Generate PaymentPathSuccessful event for each path
A single PaymentSent event is generated when a payment is fulfilled.
This is occurs when the preimage is revealed on the first claimed HTLC.
For subsequent HTLCs, the event is not generated.

In order to score channels involved with a successful payments, the
scorer must be notified of each successful path involved in the payment.
Add a PaymentPathSuccessful event for this purpose. Generate it whenever
a part is removed from a pending outbound payment. This avoids duplicate
events when reconnecting to a peer.

Include PaymentPathRetry data in PaymentPathFailed
When a payment path fails, it may be retried. Typically, this means
re-computing the route after updating the NetworkGraph and channel
scores in order to avoid the failing hop. The last hop in
PaymentPathFailed's path field contains the pubkey, amount, and CLTV
values needed to pass to get_route. However, it does not contain the
payee's features and route hints from the invoice.

Include the entire set of parameters in PaymentPathRetry and add it to
the PaymentPathFailed event. Add a get_retry_route wrapper around
get_route that takes PaymentPathRetry. This allows an EventHandler to
retry failed payment paths using the payee's route hints and features.

Replace get_route with get_route_and_payment_hash
The interface for get_route will change to take a scorer. Using
get_route_and_payment_hash whenever possible allows for keeping the
scorer inside get_route_and_payment_hash rather than at every call site.

Replace get_route with get_route_and_payment_hash wherever possible.
Additionally, update get_route_and_payment_hash to use the known invoice
features and the sending node's logger.

Refactor PaymentFailureNetworkUpdate event
MessageSendEvent::PaymentFailureNetworkUpdate served as a hack to pass
an HTLCFailChannelUpdate from ChannelManager to NetGraphMsgHandler via
PeerManager. Instead, remove the event entirely and move the contained
data (renamed NetworkUpdate) to Event::PaymentFailed to be processed by
an event handler.

Remove RwLock from around NetworkGraph
Now that NetworkGraph uses interior mutability, the RwLock used around
it in NetGraphMsgHandler is no longer needed. This allows for shared
ownership without a lock.

c620944f16 Make the base fee configurable in ChannelConfig
Currently the base fee we apply is always the expected cost to
claim an HTLC on-chain in case of closure. This results in
significantly higher than market rate fees [1], and doesn't really
match the actual forwarding trust model anyway - as long as
channel counterparties are honest, our HTLCs shouldn't end up
on-chain no matter what the HTLC sender/recipient do.

While some users may wish to use a feerate that implies they will
not lose funds even if they go to chain (assuming no flood-and-loot
style attacks), they should do so by calculating fees themselves;
since they're already charging well above market-rate,
over-estimating some won't have a large impact.

Worse, we current re-calculate fees at forward-time, not based on
the fee we set in the channel_update. This means that the fees
others expect to pay us (and which they calculate their route based
on), is not what we actually want to charge, and that any attempt
to forward through us is inherently race-y.

This commit adds a configuration knob to set the base fee
explicitly, defaulting to 1 sat, which appears to be market-rate
today.

[1] Note that due to an msat-vs-sat bug we currently actually
    charge 1000x *less* than the calculated cost.
