ae4ceb71a5 Create a simple FairRwLock to avoid readers starving writers
Because we handle messages (which can take some time, persisting
things to disk or validating cryptographic signatures) with the
top-level read lock, but require the top-level write lock to
connect new peers or handle disconnection, we are particularly
sensitive to writer starvation issues.

Rust's libstd RwLock does not provide any fairness guarantees,
using whatever the OS provides as-is. On Linux, pthreads defaults
to starving writers, which Rust's RwLock exposes to us (without
any configurability).

Here we work around that issue by blocking readers if there are
pending writers, optimizing for readable code over
perfectly-optimized blocking.

acb4c539f7 Drop fuzztarget feature entirely
Some time ago we started transitioning to `cfg(fuzzing)` instead of
exposing a full feature. Here we complete the transition.

df8bde9b2e Move the two-AtomicUsize counter in peer_handler to a util struct
We also take this opportunity to drop byte_utils::le64_to_array, as
our MSRV now supports the native to_le_bytes() call.

9b55c0349a Make util::logger::macro_logger pub(crate) not pub.
There is no reason for it to be pub, its a largely-internal
implementation detail of how we format our own objects for logging.

Put test utilities behind a feature flag.
The utilities will still be part of cfg(test). The purpose of this
is to enable other crates in the workspace to use the test utilities.

4395b92cc8 Relicense as dual Apache-2.0 + MIT
This changes the LICENSE file and adds license headers to most files
to relicense under dual Apache-2.0 and MIT. This is helpful in that
we retain the patent grant issued under Apache-2.0-licensed work,
avoiding some sticky patent issues, while still allowing users who
are more comfortable with the simpler MIT license to use that.

7159d1546a Batch-sign local HTLC txn with a well-doc'd API, returning sigs
1107ab06c3 introduced an API to have a
ChannelKeys implementer sign HTLC transactions by calling into the
LocalCommitmentTransaction object, which would then store the tx.

This API was incredibly awkward, both because it required an
external signer trust our own internal interfaces, but also because
it didn't allow for any inspection of what was about to be signed.

Further, it signed the HTLC transactions one-by-one in a somewhat
inefficient way, and there isn't a clear way to resolve this (as
the which-HTLC parameter has to refer to something in between the
HTLC's arbitrary index, and its index in the commitment tx, which
has "holes" for the non-HTLC outputs and skips some HTLCs).

We replace it with a new function in ChannelKeys which allows us
to sign all HTLCs in a given commitment transaction (which allows
for a bit more effeciency on the signers' part, as well as
sidesteps the which-HTLC issue). This may also simplify the signer
implementation as we will always want to sign all HTLCs spending a
given commitment transaction at once anyway.

We also de-mut the LocalCommitmentTransaction passed to the
ChanKeys, instead opting to make LocalCommitmentTransaction const
and avoid storing any new HTLC-related data in it.

f2a2fd0d48 Make ChannelKeys an API and template Channel with it.
Instead of having in-memory access to the list of private keys
associated with a channel, we should have a generic API which
allows us to request signing, allowing the user to store private
keys any way they like.

The first step is the (rather mechanical) process of templating
the entire tree of ChannelManager -> Channel impls by the
key-providing type. In a later commit we should expose only public
keys where possible.
