OR NodeFeatures from both Channel and Routing message handlers
When we broadcast a node announcement, the features we support are really a
combination of all the various features our different handlers support. This
commit captures this concept by OR'ing our NodeFeatures across both our channel
and routing message handlers.

When we go to send an Init message to new peers, the features we
support are really a combination of all the various features our
different handlers support. This commit captures this concept by
OR'ing our InitFeatures across both our Channel and Routing
handlers.

Note that this also disables setting the `initial_routing_sync`
flag in init messages, as was intended in
e742894492, per the comment added on
`clear_initial_routing_sync`, though this should not be a behavior
change in practice as nodes which support gossip queries ignore the
initial routing sync flag.

950ccc4340 Fetch our InitFeatures from ChannelMessageHandler
Like we now do for `NodeFeatures`, this converts to asking our
registered `ChannelMessageHandler` for our `InitFeatures` instead
of hard-coding them to the global LDK known set.

This allows handlers to set different feature bits based on what
our configuration actually supports rather than what LDK supports
in aggregate.

989cb064b5 Move broadcast_node_announcement to PeerManager
Some `NodeFeatures` will, in the future, represent features which
are not enabled by the `ChannelManager`, but by other message
handlers handlers. Thus, it doesn't make sense to determine the
node feature bits in the `ChannelManager`.

The simplest fix for this is to change to generating the
node_announcement in `PeerManager`, asking all the connected
handlers which feature bits they support and simply OR'ing them
together. While this may not be sufficient in the future as it
doesn't consider feature bit dependencies, support for those could
be handled at the feature level in the future.

This commit moves the `broadcast_node_announcement` function to
`PeerHandler` but does not yet implement feature OR'ing.

Adds the boilerplate needed for PeerManager and OnionMessenger to work
together, with some corresponding docs and misc updates mostly due to the
PeerManager public API changing.

7717fa23a8 Backfill gossip without buffering directly in LDK
Instead of backfilling gossip by buffering (up to) ten messages at
a time, only buffer one message at a time, as the peers' outbound
socket buffer drains. This moves the outbound backfill messages out
of `PeerHandler` and into the operating system buffer, where it
arguably belongs.

Not buffering causes us to walk the gossip B-Trees somewhat more
often, but avoids allocating vecs for the responses. While its
probably (without having benchmarked it) a net performance loss, it
simplifies buffer tracking and leaves us with more room to play
with the buffer sizing constants as we add onion message forwarding
which is an important win.

Note that because we change how often we check if we're out of
messages to send before pinging, we slightly change how many
messages are exchanged at once, impacting the
`test_do_attempt_write_data` constants.

b222be233b [net-tokio] Explicitly yield after processing messages from a peer
This reduces instances of disconnect peers after single timer
intervals somewhat, at least on Tokio 1.14.

f90983180e Wake reader future when we fail to flush socket buffer
This avoids any extra calls to `read_event` after a write fails to
flush the write buffer fully, as is required by the PeerManager
API (though it isn't critical).

b1550524cf [net-tokio] Call PeerManager::process_events without blocking reads
Unlike very ancient versions of lightning-net-tokio, this does not
rely on a single global process_events future, but instead has one
per connection. This could still cause significant contention, so
we'll ensure only two process_events calls can exist at once in
the next few commits.

fca67bcaa4 [lightning-net-tokio] Fix race-y unwrap fetching peer socket address
I recently saw the following panic on one of my test nodes:

```
thread 'tokio-runtime-worker' panicked at 'called `Result::unwrap()`
    on an `Err` value: Os { code: 107, kind: NotConnected, message:
    "Transport endpoint is not connected" }',
    rust-lightning/lightning-net-tokio/src/lib.rs:250:38
```

Presumably what happened is somehow the connection was closed in
between us accepting it and us going to start processing it. While
this is a somewhat surprising race, its clearly reachable. The fix
proposed here is quite trivial - simply don't `unwrap` trying to
fetch our peer's socket address, instead treat the peer address as
`None` and discover the disconnection later when we go to read.

b1fb7fdb9b Rename RoutingMessageHandler::sync_routing_table peer_connected
Its somewhat strange to have a trait method which is named after
the intended action, rather than the action that occurred, leaving
it up to the implementor what action they want to take.

Generate docs with features for docs.rs
Enable generating docs using --all-features or --features="std" where
applicable. Additionally, use doc_auto_cfg to tag items requiring a
feature.

Refactor PaymentFailureNetworkUpdate event
MessageSendEvent::PaymentFailureNetworkUpdate served as a hack to pass
an HTLCFailChannelUpdate from ChannelManager to NetGraphMsgHandler via
PeerManager. Instead, remove the event entirely and move the contained
data (renamed NetworkUpdate) to Event::PaymentFailed to be processed by
an event handler.

ecf1d656ef Stop printing to stderr in lightning-net-tokio for disconnections
It isn't exactly a critical error situation when we disconnect a
socket, so we shouldn't be printing to stderr, entirely bypassing
user logging, when it happens. We do still print to stderr if we
fail to write the first message to the socket, but this should
never happen unless the user has a reasonably-configured system
with at least one packet in bytes available for the socket buffer.

24ed1dc2ec Add support for opt_shutdown_anysegwit feature #780
* Implemented protocol.
* Made feature optional.
* Verify that the default value is true.
* Verify that on shutdown,
if Channel.supports_shutdown_anysegwit is enabled,
the script can be a witness program.
* Added a test that verifies that a scriptpubkey
for an unreleased segwit version is handled successfully.
* Added a test that verifies that
if node has op_shutdown_anysegwit disabled,
a scriptpubkey with an unreleased segwit version on shutdown
throws an error.
* Added peer InitFeatures to handle_shutdown
* Check if shutdown script is valid when given upfront.
* Added a test to verify that an invalid test results in error.
* Added a test to check that if a segwit script with version 0 is provided,
the updated anysegwit check detects it and returns unsupported.
* An empty script is only allowed when sent as upfront shutdown script,
so make sure that check is only done for accept/open_channel situations.
* Instead of reimplementing a variant of is_witness_script,
just call it and verify that the witness version is not 0.

ff00f6f886 Rename ChannelKeys -> Sign and generic it consistently
The `ChannelKeys` object really isn't about keys at all anymore,
its all about signing. At the same time, we rename the type aliases
used in traits from both `ChanKeySigner` and `Keys` to just
`Signer` (or, in contexts where Channel isnt clear, `ChanSigner`).

5a403bdb13 Update tokio to 1.0
This requires ensuring TcpStreams are set in nonblocking mode as
tokio doesn't handle this for us anymore, so we adapt the public
API to just accept std TcpStreams instead of an extra conversion
hop. Luckily converting them is cheap.

e0bb63bc60 Remove should_request_full_sync from RoutingMessageHandler
This method was used to set the initial_routing_sync flag when sending
an outbound Init message to a peer. Since we are now relying on
gossip_queries instead of initial_routing_sync, synchronization can be
fully encapsulate into RoutingMessageHandler via sync_routing_table.

This commit removes should_request_full_sync from the trait
RoutingMessageHandler. The implementation is still used in
NetGraphMsgHandler and has been converted into a private method instead
of a trait function.

7a4a29ffe0 Pass Init message to sync_routing_table method
This commit modifies sync_routing_table in RoutingMessageHandler to
accept a reference to the Init message received by the peer. This allows
the method to use the Peer's features to drive the operations of the
gossip_queries routing table sync.

7e1e0ac97c Pass gossip_queries messages to handler via ownership
This change modifies gossip_queries methods in RoutingMessageHandler to
move the message instead of passing a reference. This allows the message
handler to be more efficient by not requiring a full copy of SCIDs
passed in messages.

14d4492b68 Refactor gossip_queries sync to be stateless
This commit simplifies the sync process for routing gossip messages. When
a sync is initiated, the process is handled statelessly by immediately
issuing SCID queries as channel range replies are received. This greatly
simplifies the state machine at the cost of fully validating and
conforming to the current spec.

55e5aafcfe Add gossip_queries methods to RoutingMessageHandler trait
Defines message handlers for gossip_queries messages in the RoutingMessageHandler
trait. The MessageSendEventsProvider supertrait is added to RoutingMessageHandler
so that the implementor can use SendMessageEvents to send messages to a
peer at the appropriate time.

The trait methods are stubbed in NetGraphMsgHandler which implements
RoutingMessageHandler and return a "not implemented" error.

Integrate Persist into ChainMonitor.
- The ChainMonitor should:
  Whenever a new channel is added or updated, these updates
  should be conveyed to the persister and persisted to disk.
  Even if the update errors while it's being applied, the
  updated monitor still needs to be persisted.

Replace WatchEventProvider with chain::Filter
WatchEventProvider served as a means for replacing ChainWatchInterface.
However, it requires users to explicitly fetch WatchEvents, even if not
interested in them. Replace WatchEventProvider by chain::Filter, which
is an optional member of ChainMonitor. If set, interesting transactions
and output spends are registered such that blocks containing them can be
retrieved from a chain source in an efficient manner.

This is useful when the chain source is not a full node. For Electrum,
it allows for pre-filtered blocks. For BIP157/158, it serves as a means
to match against compact filters.

Remove Key parameter from ChainMonitor
ChainMonitor's template Key parameter was meant to allow supporting
both local monitoring, where Key=OutPoint, and watchtowers, where Key=
(PublicKey, u32). Use OutPoint directly since the watchtower case will
not be supported this way.

Rename SimpleManyChannelMonitor to ChainMonitor
ManyChannelMonitor was renamed chain::Watch in the previous commit. Use
a more concise name for an implementation that monitors the chain for
channel activity. Future work will parameterize the struct to allow for
different varieties of persistence. Thus, users usually will be able to
use ChainMonitor directly rather than implementing a chain::Watch that
wraps it.

Replace ChainWatchInterface in NetGraphMsgHandler
ChainWatchInterface was intended as an interface for watching rather
than accessing the chain. Remove get_chain_utxo and add chain::Access
trait for this behavior. Wrap it with an Option in NetGraphMsgHandler in
order to simplify the error interface.
