14b761283b Add channel_id to SpendableOutputs event
This will make it possible to
    link between SpendableOuts and ChannelMonitor

    - change channel_id to option so we dont break upgrade
    - remove unused channel_id
    - document channel_id
    - extract channel id dynamically to pass test
    - use contains to check channel_id in test as the events are not ordered
    - update docs framing
    - specify ldk version channel_id will be introduced in

31049ed961 Delay RAA-after-next processing until PaymentSent is are handled
In 0ad1f4c943 we fixed a nasty bug
where a failure to persist a `ChannelManager` faster than a
`ChannelMonitor` could result in the loss of a `PaymentSent` event,
eventually resulting in a `PaymentFailed` instead!

As noted in that commit, there's still some risk, though its been
substantially reduced - if we receive an `update_fulfill_htlc`
message for an outbound payment, and persist the initial removal
`ChannelMonitorUpdate`, then respond with our own
`commitment_signed` + `revoke_and_ack`, followed by receiving our
peer's final `revoke_and_ack`, and then persist the
`ChannelMonitorUpdate` generated from that, all prior to completing
a `ChannelManager` persistence, we'll still forget the HTLC and
eventually trigger a `PaymentFailed` rather than the correct
`PaymentSent`.

Here we fully fix the issue by delaying the final
`ChannelMonitorUpdate` persistence until the `PaymentSent` event
has been processed and document the fact that a spurious
`PaymentFailed` event can still be generated for a sent payment.

The original fix in 0ad1f4c943 is
still incredibly useful here, allowing us to avoid blocking the
first `ChannelMonitorUpdate` until the event processing completes,
as this would cause us to add event-processing delay in our general
commitment update latency. Instead, we ultimately race the user
handling the `PaymentSent` event with how long it takes our
`revoke_and_ack` + `commitment_signed` to make it to our
counterparty and receive the response `revoke_and_ack`. This should
give the user plenty of time to handle the event before we need to
make progress.

Sadly, because we change our `ChannelMonitorUpdate` semantics, this
change requires a number of test changes, avoiding checking for a
post-RAA `ChannelMonitorUpdate` until after we process a
`PaymentSent` event. Note that this does not apply to payments we
learned the preimage for on-chain - ensuring `PaymentSent` events
from such resolutions will be addressed in a future PR. Thus, tests
which resolve payments on-chain switch to a direct call to the
`expect_payment_sent` function with the claim-expected flag unset.

ef5be580f5 Remove AvailableBalances::balance_msat
The ChannelMonitor::get_claimable_balances method provides a more
straightforward approach to the balance of a channel, which satisfies
most use cases. The computation of AvailableBalances::balance_msat is
complex and originally had a different purpose that is not applicable
anymore.

830220393f Drop claimable from Balance::claimable_amount_satoshis fields
In Java/TypeScript, we map enums as a base class and each variant
as a class which extends the base. In Java/TypeScript, functions
and fields share the same namespace, which means we cannot have
functions on an enum which have the same name as any fields in any
enum variants.

`Balance`'s `claimable_amount_satoshis` method aliases with fields
in each variant, and thus ultimately doesn't compile in TypeScript.

Because `Balance::claimable_amount_satoshis` has the same name as
the fields, it's also a bit confusing, as it doesn't return the
field for each variant, but sometimes returns zero if we're not
sure we can claim the balance.

Instead, we rename the fields in each enum variant to simply
`amount_satoshis`, to avoid implying that we can definitely claim
the balance.

d026259d3e Impl clone for ChannelMonitor
This gives people more freedom with the channel monitors. For Mutiny
this would be nice for us to be able to create copies of them and pass
aorund in memory without having to serialize until we actually want to.

Add new ConfirmationTarget variant for min mempool feerates
Now that we support channels with anchor outputs, we add a new
ConfirmationTarget variant that, for now, will only apply to such
channels. This new variant should target estimating the minimum feerate
required to be accepted into most node mempools across the network.

Avoid yielding ChannelClose bump events with sufficient feerate
There's no need to yield such an event when the commitment transaction
already meets the target feerate on its own, so we can simply broadcast
it without an anchor child transaction. This may be a common occurrence
until we are less aggressive about feerate updates.

4206e7119b Don't drop ChannelMonitor Events until they're processed
We currently assume the owner of `ChannelMonitor`s won't persist
the `ChannelMonitor` while `Event`s are being processed. This is
fine, except (a) its generally hard to do so and (b) the
`ChainMonitor` doesn't even do this.

Thus, in rare cases, a user could begin processing events which
are, generated by connecting a transaction or a new best-block,
take some time to do so, and while doing so process a further chain
event, causing persistece. This could lose the event being
processed alltogether, which could lose the user funds.

This should be very rare, but may have been made slightly more
reachable with (a) the async event processing making it more
common to do networking in event handling, (b) the new future
generation in the `ChainMonitor`, which now wakes the
`background-processor` directly when chain actions happen on the
`ChainMonitor`.

e49a1ba96d Ensure we build if a downstream crate sets --cfg=fuzzing
Downstream crates building fur fuzzing will usually set
`--cfg=fuzzing` as a side-effect of the Rust fuzzing tooling. Thus,
we should ensure we build without failure in such cases.

We do this here by simply relying on the `_test_utils` feature,
rather than conditionally-compiling in modules based on the
`fuzzing` flag.

Expose existing PackageID to API and rename to ClaimId
In a future commit, we plan to expand `BumpTransactionEvent` variants to
include the unique identifier assigned to pending output claims by the
`OnchainTxHandler` when a commitment is broadcast/confirmed. This
requires making it public in our API. We also choose to rename it to
`ClaimId` for the benefit of users, as the previous `PackageID` term
could be interpreted to be the ID of a BIP-331 transaction package.

Change package ID computation for HTLC claims on anchor channels
While the previous way of computing the identifier was safe, it wouldn't
have been in certain scenarios if we considered splitting aggregated
packages. While this type of splitting has yet to be implemented, it may
come in the near future. To ensure we're prepared to handle such, we
opt to instead commit to all of the HTLCs to claim in the request.

it easier if you just want to amount.

This protect the justice claim of counterparty revoked output. As
otherwise if the all the revoked outputs claims are batched in a
single transaction, low-feerate HTLCs transactions can delay our
honest justice claim transaction until BREAKDOWN_TIMEOUT expires.

Use helper to create dummy blocks
`rust-bitcoin v0.30.0` introduces concrete variants for data members of
block `Header`s. To avoid having to update these across every use, we
introduce new helpers to create dummy blocks and headers, such that the
update process is a bit more straight-forward.

Prevent ChannelForceClosed monitor update error after detecting spend
If we detected a spend for a channel onchain prior to handling its
`ChannelForceClosed` monitor update, we'd log a concerning error
message and return an error unnecessarily. The channel has already been
closed, so handling the `ChannelForceClosed` monitor update at this
point should be a no-op.
