Use UserConfig to determine advertised InitFeatures by ChannelManager
This is purely a refactor that does not change the InitFeatures
advertised by a ChannelManager. This allows users to configure which
features should be advertised based on the values of `UserConfig`. While
there aren't any existing features currently leveraging this behavior,
it will be used by the upcoming anchors_zero_fee_htlc_tx feature.

The UserConfig dependency on provided_init_features caused most
callsites of the main test methods responsible for opening channels to
be updated. This commit foregos that completely by no longer requiring
the InitFeatures of each side to be provided to these methods. The
methods already require a reference to each node's ChannelManager to
open the channel, so we use that same reference to obtain their
InitFeatures. A way to override such features was required for some
tests, so a new `override_init_features` config option now exists on
the test harness.

b93fe327d2 Remove all remaining references to *Features::known
As we move towards specify supported/required feature bits in the
module(s) where they are supported, the global `known` feature set
constructors no longer make sense.

In anticipation of removing the `known` constructor, this commit
removes all remaining references to it outside of features.rs.

f118bb776a Implement Clone for InvalidShutdownScript
Users hopefully shouldn't have much of a reason to use this, but
the bindings may need it to ensure no leaking pointers over an ffi.

1b70d9ee8f Require user cooperative close payout scripts to be Segwit
There is little reason for users to be paying out to non-Segwit
scripts when closing channels at this point. Given we will soon, in
rare cases, force-close during shutdown when a counterparty closes
to a non-Segwit script, we should also require it of our own users.

35d0b7aae7 Clarify docs on ShutdownScript::new_witness_program somewhat
This is especially important for C or other language bindings
clients as the `version` field may be exported as a `u8`.

Support all shutdown scripts defined in BOLT 2
KeysInterface::get_shutdown_pubkey is used to form P2WPKH shutdown
scripts. However, BOLT 2 allows for a wider variety of scripts. Refactor
KeysInterface to allow any supported script while still maintaining
serialization backwards compatibility with P2WPKH script pubkeys stored
simply as the PublicKey.

Add an optional TLV field to Channel and ChannelMonitor to support the
new format, but continue to serialize the legacy PublicKey format.

Add ShutdownScript for BOLT 2 acceptable scripts
BOLT 2 enumerates the script formats that may be used for a shutdown
script. KeysInterface::get_shutdown_pubkey returns a PublicKey used to
form one of the acceptable formats (P2WPKH). Add a ShutdownScript
abstraction to encapsulate all accept formats and be backwards
compatible with P2WPKH scripts serialized as the corresponding
PublicKey.
