989cb064b5 Move broadcast_node_announcement to PeerManager
Some `NodeFeatures` will, in the future, represent features which
are not enabled by the `ChannelManager`, but by other message
handlers handlers. Thus, it doesn't make sense to determine the
node feature bits in the `ChannelManager`.

The simplest fix for this is to change to generating the
node_announcement in `PeerManager`, asking all the connected
handlers which feature bits they support and simply OR'ing them
together. While this may not be sufficient in the future as it
doesn't consider feature bit dependencies, support for those could
be handled at the feature level in the future.

This commit moves the `broadcast_node_announcement` function to
`PeerHandler` but does not yet implement feature OR'ing.

Add boilerplate for sending and receiving onion messages in PeerManager
Adds the boilerplate needed for PeerManager and OnionMessenger to work
together, with some corresponding docs and misc updates mostly due to the
PeerManager public API changing.

Fuzz test onion messages
Also update the fuzz ChaCha20Poly1305 to not mark as finished after a single
encrypt_in_place.  This is because more bytes may still need to be encrypted,
causing us to panic at the assertion that finished == false when we go to
encrypt more.

Also fix unused_mut warning in messenger + add log on OM forward for testing

353b1e7e46 Update libfuzzer-sys to new upstream inclusion method
Dunno why they changed it, but the old "depend directly on git"
thing that cargo-fuzz used forever is now deprecated that that
repo is archived, they've now moved to another repo and publish
properly on crates.io.

KeysInterface: add new ecdh method
This method will help us avoid retrieving our node secret, something we want to
get rid of entirely.  It will be used in upcoming commits when decoding the
onion message packet, and in future PRs to help us get rid of
KeysInterface::get_node_secret usages across the codebase

a491200f96 Avoid blanket implementing FeeEstimator for Deref<FeeEstimator>
This simplifies things for bindings (and, to some extent,
downstream users) by exploiting the fact that we can always "clone"
a reference to a struct by dereferencing and then creating a new
reference.

containing some information about the HTLC

Add HTLCHandlingFailed event
Adds a HTLCHandlingFailed that expresses failure by our node to process
a specific HTLC. A HTLCDestination enum is defined to express the
possible cases that causes the handling to fail.

eb8bce0d16 Add send_probe and introduce probing cookies
When we send payment probes, we generate the [`PaymentHash`] based on a
probing cookie secret and a random [`PaymentId`]. This allows us to
discern probes from real payments, without keeping additional state.

87a6e013f7 Have find_route take a NetworkGraph instead of a ReadOnly one
Because downstream languages are often garbage-collected, having
the user directly allocate a `ReadOnlyNetworkGraph` and pass a
reference to it to `find_route` often results in holding a read
lock long in excess of the `find_route` call. Worse, some languages
(like JavaScript) tend to only garbage collect when other code is
not running, possibly leading to deadlocks.

5ed3f25b21 Add ChannelManager methods to force close without broadcasting
If a user restores from a backup that they know is stale, they'd
like to force-close all of their channels (or at least the ones
they know are stale) *without* broadcasting the latest state,
asking their peers to do so instead. This simply adds methods to do
so, renaming the existing `force_close_channel` and
`force_close_all_channels` methods to disambiguate further.

Expose ChannelConfig within ChannelDetails
As we prepare to expose an API to update a channel's ChannelConfig,
we'll also want to expose this struct to consumers such that they have
insights into the current ChannelConfig applied for each channel.

Move announced_channel to ChannelHandshakeConfig
In the near future, we plan to allow users to update their
`ChannelConfig` after the initial channel handshake. In order to reuse
the same struct and expose it to users, we opt to move out all static
fields that cannot be updated after the initial channel handshake.

Parameterize NetworkGraph with Logger
P2PGossipSync logs before delegating to NetworkGraph in its
EventHandler. In order to share this handling with RapidGossipSync,
NetworkGraph needs to take a logger so that it can implement
EventHandler instead.

Rename NetGraphMsgHandler to P2PGossipSync
NetGraphMsgHandler implements RoutingMessageHandler to handle gossip
messages defined in BOLT 7 and maintains a view of the network by
updating NetworkGraph. Rename it to P2PGossipSync, which better
describes its purpose, and to contrast with RapidGossipSync.

Rename ChannelClosed to ChannelFailure
A NetworkUpdate indicating ChannelClosed actually corresponds to a
channel failure as described in BOLT 4:

0x2000 (NODE): node failure (otherwise channel)

Rename the enum variant to ChannelFailure and rename NetworkGraph
methods close_channel_from_update and fail_node to channel_failed and
node_failed, respectively.

Indicate ongoing rapid sync to background processor.
Create a wrapper struct for rapid gossip sync that can be passed to
BackgroundProcessor's start method, allowing it to only start pruning
the network graph upon rapid gossip sync's completion.

a12d37e063 Drop return value from fail_htlc_backwards, clarify docs
`ChannelManager::fail_htlc_backwards`' bool return value is quite
confusing - just because it returns false doesn't mean the payment
wasn't (already) failed. Worse, in some race cases around shutdown
where a payment was claimed before an unclean shutdown and then
retried on startup, `fail_htlc_backwards` could return true even
though (a duplicate copy of the same payment) was claimed, but the
claim event has not been seen by the user yet.

While its possible to use it correctly, its somewhat confusing to
have a return value at all, and definitely lends itself to misuse.

Instead, we should push users towards a model where they don't care
if `fail_htlc_backwards` succeeds - either they've locally marked
the payment as failed (prior to seeing any `PaymentReceived`
events) and will fail any attempts to pay it, or they have not and
the payment is still receivable until its timeout time is reached.

We can revisit this decision based on user feedback, but will need
to very carefully document the potential failure modes here if we
do.

26288e3014 Expose outbound SCID alias in ChannelDetails and use in routing
This supports routing outbound over 0-conf channels by utilizing
the outbound SCID alias that we assign to all channels to refer to
the selected channel when routing.

Add next_channel_id in PaymentForwarded event
This update also includes a minor refactor. The return type of
`pending_monitor_events` has been changed to a `Vec` tuple with the
`OutPoint` type. This associates a `Vec` of `MonitorEvent`s with a
funding outpoint.

We've also renamed `source/sink_channel_id` to `prev/next_channel_id` in
the favour of clarity.

e6aaf7c72d Pull secp256k1 contexts from per-peer to per-PeerManager
Instead of including a `Secp256k1` context per
`PeerChannelEncryptor`, which is relatively expensive memory-wise
and nontrivial CPU-wise to construct, we should keep one for all
peers and simply reuse it.

This is relatively trivial so we do so in this commit.

Since its trivial to do so, we also take this opportunity to
randomize the new PeerManager context.
