Remove unreachable BroadcastChannelUpdate

Browse source 
When handling shutdown messages, Channel cannot move to
ChannelState::ShutdownComplete. Remove the code in ChannelManager that
adds a MessageSendEvent::BroadcastChannelUpdate in this case since it is
unreachable.
