htlcswitch: add new TestChannelLinkBandwidthConsistencyOverflow test
This commit adds a new test case for the default implementation of the ChannelLink to ensure that the bandwidth is updated properly in the face of commitment transaction overflows, and the subsequent draining of said overflown commitment transaction.
