Rusty Russell db30411ba5 gossipd: look up short_channel_id when we see a channel_announcement.
This is done it two parts, since we have to ask the main daemon to do
the lookup for us.

If this becomes a bottleneck, we can have a separate daemon, or even
an RPC pipe to bitcoind ourselves.
