Rusty Russell 28fd70a3d8 lightningd: rewrite anchor spend to use multiple UTXOs if needed. 
Closes: #6747
Changelog-EXPERIMENTAL: Fixed anchor spending to be able to use more than one UTXO.

These are standard bitcoin manipulation routines which should be
provided by any normal bitcoin library in whatever language you choose.

The ones here are standalone ones taken from bitcoin core and some I
wrote, many taken from bitcoin-iterate and pasted in here.
