Currently make a plugin that do reportings of logs on
a services like graphana is not possible. So this commit
include the possibility to write a plugin that do the report
of this analisys.
Changelog-Added: core: notify plugins when a log line is emitted.

And add request schemas for openchannel_init and fundchannel_start.

Changelog-Added: JSON-RPC: `fundchannel_start` and `openchannel_init` now take an optional `channel_type` parameter.
This allows the user to specify the feature *by name*, and hopefully
complain to the developer to fix their code, knowing it will be removed entirely
in the next release!
Changelog-Added: config: `i-promise-to-fix-broken-api-user` allows for a one-release re-enablement of long-deprecated features.

peer_htlcs has become a bit of a dumping ground: move listforwards
etc to its own file.
Also move `struct channel_info` from peer_htlcs.h to channel.h where
it more logically belongs.

This will initially be for listinvoices, but can be expanded to other
list commands.
It's documented, but it makes promises which currently don't exist:
* listinvoice does not support `index` or `start` yet.
* It doesn't actually fire when invoices change yet.

Changelog-Added: JSON-RPC: `wait`: new generic command to wait for events.
Now we wire in the code which gathers configvars and parses from there;
lightningd keeps the array of configuration variables for future use.
Note that lightning-cli also needs to read the config, but it has its
own options (including short ones!) and doesn't want to use this
configvar mechanism, so we have a different API for that now.

Changelog-Added: JSON-RPC: `listclosedchannels` to show old, dead channels we previously had with peers.

The "path" is just a message to ourselves. This meets the minimal
requirement for bolt12 invoices: that there be a blinded path (at
least so we can use the path_id inside in place of "payment_secret").
We expose the method to make this path_id to a common routine: offers
will need this for generating more sophisticated paths.

There are hardly any lightningd-specific JSON functions: all that's left
are the feerate ones, and there's already a comment that we should have
a lightningd/feerate.h.

We have them split over common/param.c, common/json.c,
common/json_helpers.c, common/json_tok.c and common/json_stream.c.
Change that to:
* common/json_parse (all the json_to_xxx routines)
* common/json_parse_simple (simplest the json parsing routines, for cli too)
* common/json_stream (all the json_add_xxx routines)
* common/json_param (all the param and param_xxx routines)

There is no "wallet_lib_headers" variable in wallet/Makefile
Likewise, there were two "lightningd_headers", a couple of unused
variables and some other nonsene in lightningd/Makefile
Currently it will be used for onion replies, but we can use it for offers
and invoices in future, if we want to avoid revealing our node_id.

Changelog-Added: JSON-RPC: `datastore`, `deldatastore` and `listdatastore` for plugins to store simple persistent key/value data.
When a request comes through, we forward it over to the funder who
uses the currently set policy to figure out how to handle it.
Includes small update to the policy engine which decides whether or not
to fund a request.
Changelog-Experimental: Plugins: `openchannel2` hook now includes optional fields for a channel lease request
You can now activate dual-funded channels using the
`--experimental-dual-fund` flag
Changelog-Changed: Config: `--experimental-dual-fund` runtime flag will enable dual-funded protocol on this node
The fetchinvoice and offers plugins disable themselves if the option
isn't enabled (it's enabled by default on EXPERIMENTAL_FEATURES).

Changelog-Added: `experimental-offers` enables fetch, payment and creation of (early draft) offers.
Our new "decode" command will also handle bolt11. We make a few cleanups:
1. Avoid type_to_string() in JSON, instead use format functions directly.
2. Don't need to escape description now that JSON core does that for us.

This avoids duplication of both logic and error-prone values, such as
the salt. Grouping all hsm encryption logic into a public API will also
allow us to fuzz it.
