9f9f2f1493 lightningd: move listconfigs into configs.c
It mainly clutters up options.c. The deprecated handling was very tied
to it, so it stays there.

9cb2b2f13a listconfigs: show plugin options in 'configs' with normal options.
This integrates them with configvars properly: they almost "just work"
in listconfigs now, and we don't put them in a special sub-object
under their plugin.

Unfortunately, this means `listconfigs` now has a loose schema: any
plugin can add something to it.

Changelog-Fixed: Plugins: reloaded plugins get passed any vars from configuration files.
Changelog-Deprecated: Config: boolean plugin options set to `1` or `0` (use `true` and `false` like non-plugin options).

edbaa944da lightningd: switch parsing to common/configvar
Now we wire in the code which gathers configvars and parses from there;
lightningd keeps the array of configuration variables for future use.

Note that lightning-cli also needs to read the config, but it has its
own options (including short ones!) and doesn't want to use this
configvar mechanism, so we have a different API for that now.

f45c17450b ccan: update to latest ccan/opt
This adds:
1. ability to search for an option by name.
2. allowance to set our own bits when registering options.
3. show callbacks which can say "don't show", and variable length.

We're going to want this for changing the default network.

f68c9fa9c9 opt: make sure early cmdline options override config file.
I noticed that --network=regtest didn't override 'network=bitcoin' in
the config file.

Normally we parse the config file first, then the commandline (so the cmdline
wins). But for early options, we do cmdline first so we can find the config
file. That was fine when the only early option was the location of the
config file, but now it includes plugins and the network setting.

So do a boutique cmdline parse *just* to find the config file, then parse
the config file early options, then the cmdline early options.

8e83d43c39 opts: Split early from non-early args so plugins can register theirs
The idea is that `plugin` is an early arg that is parsed (from command
line or the config file). We can then start the plugins and have them
tell us about the options they'd like to add to the mix, before we
actually parse them.

2ecfbf46e3 hsmd: drop newdir logic.
Originally we were supposed to tell the HSM we had just created the directory,
otherwise it wouldn't create a new seed. But we modified it to check if
there was a seed file anyway: just move that logic into a branch of hsmd.

78cd25d620 ipaddr: rename to wireaddr.
In future it will have TOR support, so the name will be awkward.

We collect the to/fromwire functions in common/wireaddr.c, and the
parsing functions in lightningd/netaddress.c.
