Since we didn't hash the descriptions properly (see previous commit), we
cannot immediately deprecate omitting the descriptions (since you'd
have to omit them for backwards compat!).
And move the "must have description or hash" test into bolt11.c core.

Though there's already a `createinvoice` command, there are usecases where a
user may want to sign an invoice that they don't yet have the preimage to. For
example, they may have an htlc_accepted plugin that pays to obtain the preimage
from someone else and returns a `{ "result": "resolve", ... }`.
This RPC command addresses this usecase without overly complicating the
semantics of the existing `createinvoice` command.

We used to create some p2sh-segwit addresses just to mix things up. This
streamlines back to just bech32.

This avoids any confusion between primitive and string ids, and in
particular stops an issue with commando once it starts chaining ids,
that weird ids can be double-escaped and commando will not recognize
the response, leaving the client hanging. It's the client's fault for
using a weird id, but it's still rude (and triggered by our tests!).
It also makes substituting the id in passthrough simpler, FTW.

Usually the calls are spontanous, so it's just "cln:<method>#NNN", but
json_invoice() calls listincoming, and json_checkmessage calls
listnodes, so those become "cli:invoice-<pid>/cln:listincoming#NNN".

We *should* remember the channel type, since this is only required
if they set the channel_type to include option_scid_alias.
However, since we support channel upgrade, channel_type really needs
a new table. I have a patch for that, from my abandoned original
"fastopen" branch for aliases, but it's too big a chance for rc2 IMHO.
Meanwhile, we allow exposeprivatechannels's scids to be either real or
the aliases.

If we fund a channel between two nodes, then mine all the blocks to
announce it, any other nodes may see the announcement before the
blocks, causing CI to complain about "bad gossip":

This includes the new bolt11 test vectors, and also removes the
requirement that HTLCs be less than 2^32 msat. We keep that for now
because Electrum enforced it on receive: in two releases we will stop
that too.
So no longer warn about needing mpp in that case either.

This turned into a more extensive cleanup than intended. The previous
warnings were overlapping and confusing, especially now MPP is the norm.
*warning_capacity* is now the "even under best circumstances, we don't
have enough incoming capacity", which is really what
warning_mpp_capacity was trying to say (no longer printed).
*warning_offline* and *warning_deadends* are only given if adding such
peers would have helped give capacity (i.e. not if *warning_capacity*
is set). The new *warning_private_unused* tells you that we would
have sufficient capacity, but we refused to expose private channels.
The test cases have been enhanced to cover the new warnings.

I started replacing all get_node() calls, but got bored, so then just did the
tests which call get_node() 3 times or more.
Ends up not making a measurable speed difference, but it does make some
things neater and more standard.
Times with SLOW_MACHINE=1 (given that's how Travis tests):
