f622ffb087 pylightning: Add plugin dispatch tests to check-python and fix them 
These weren't checked by CI yet, and they are really short so I just added
them to the check-python target.

ada69e7943 pylightning: Added a tiny library for python plugins 
It's flask inspired with the Plugin instance and decorators to add
methods to the plugin description.
