There is no "wallet_lib_headers" variable in wallet/Makefile
Likewise, there were two "lightningd_headers", a couple of unused
variables and some other nonsene in lightningd/Makefile
For markdown, there's no simple comment prefix: we need a postfix too.
We also need to use "" since we want to use ' in some of the Makefiles
in future when V=1.

If you do update-mocks in a dirty tree, the recursive make that it
uses will try to rebuild things! Suppress that.

This adds an environment variable $NO_PYTHON check to Makefiles so that:
- It checks and runs into an defined error instead of some python hickup:
`ModuleNotFoundError: No module named 'mako'`
- makes it possible to manually export this environment variable NO_PYTHON=1
to run the same testcase that travis is running on job 1 which causes
so much pain ;)

Generating these requires python tooling which may not be present, so only
clean them in maintainer mode. Also remove `wallet/statements.po` which is no
longer used or generated at all.
And rename them so they're not cleared by `make clean`. We leave the
old rules in place so old files get cleaned still.

We create ALL_PROGRAMS, ALL_TEST_PROGRAMS, ALL_C_SOURCES and
ALL_C_HEADERS. Then the toplevel Makefile knows which are
autogenerated (by wildcard), so it can have all the rules to clean
them or check the source as necessary.

reserveinputs marks UTXOs reserved for 12 hours, so we won't select them
for spending: unreserveinputs marks them available again.
Exposes param_psbt() for wider use.
Disabled the test_sign_and_send_psbt since we're altering the API;
the final patch restores it.

This is the counterpart of the annotations we did in the last few commits. It
extracts queries, passes them through a driver-specific query rewriter and
dumps them into a driver-specific query-list, along with some metadata to
facilitate processing later on. The generated query list is then registered as
a `db_config` and will be loaded by the driver upon instantiation.

Transaction filters are strongly related to the wallet, this move just
makes it a bit more explicit.
