configure: fix defaults in help.

Browse source 
Both "[ 1 ]" and "[ 0 ]" both evaluate true in shell; we really want
an explicit '1' test.

Before:
$ ./configure --help
...
  --enable/disable-compat (default disable)

After:
$ ./configure --help
...
  --enable/disable-compat (default enable)
