* Fix bug where we just ned to awaitAllSync() rather than attempt to sync()

* Use awaitSyncAndIBD, mv awaitSyncAndIBD to NodeTestUtil

* Replace more NodeUnitTest.syncNeutrinoNode() with NodeTestUtil.awaitSyncAndIBD
